Tower districts

In these districts almost every move is a high-rise move. The service lift slot and the loading bay decide the day, and the tower or the master community issues the approval.

  • Downtown Dubai

Emaar towers around Burj Khalifa: permit, lift slot and loading bay.

Approval: Emaar Community Management, plus your tower

  • Dubai Marina

Waterfront towers where the service lift booking sets the date.

Approval: Emaar Community Management and each tower

  • JLT

DMCC tower clusters by the lakes; your tower approves the move.

Approval: DMCC and your tower management

  • Business Bay

Canal-side towers mixing homes and offices; the tower approves.

Approval: Your tower, under DHCM for the district

  • DIFC

Financial free zone towers; leases sit outside Ejari.

    Approval: Each tower's facilities team

  • Bluewaters Island

Meraas island off the Marina, managed by DHCM.

    Approval: Dubai Holding Community Management

Villa communities

Gated villa communities run by a master developer. Security checks a move-in permit at the gate, and the size of the house and garden decides how long the move takes.

  • Palm Jumeirah

Frond villas and trunk apartments under Nakheel and DHCM rules.

Approval: Nakheel and Dubai Holding Community Management

  • Arabian Ranches

Emaar villa community; no move-in permit means no entry.

    Approval: Emaar Community Management

  • Dubai Hills Estate

Emaar villas and apartments; unpaid service fees block permits.

    Approval: Emaar Community Management

  • DAMAC Hills

Golf-course villas and townhouses; permits via DAMAC Living.

Approval: DAMAC Properties (DAMAC Living app)

  • Emirates Hills

Large custom villas in Emaar's Emirates Living; permit at the gate.

    Approval: Emaar Community Management

Apartment and mixed communities

Mid-rise flats, townhouses and some villas. Approval usually comes from the building or a community manager such as DHCM, EDACOM or Nshama, each with its own rules.

  • JVC

Mid-rise flats and 700-plus villas; each building sets its rules.

Approval: Your building management; DHCM for villas

  • Dubai Silicon Oasis

Apartment buildings and villa clusters in a DIEZ economic zone.

Approval: Your building or cluster management

  • Motor City

Union Properties community; EDACOM manages it.

Approval: EDACOM (Union Properties) and your building

  • Dubai Sports City

Stadium-side towers and Victory Heights villas; heavy kit is common.

Approval: Your building or community management

  • Mirdif

Low-rise family district by the airport; landlords set the rules.

Approval: Landlord or compound management; EDACOM for Uptown Mirdif

  • Al Barsha

Flats by Mall of the Emirates and villa streets behind them.

Approval: Landlord or building; DHCM for Barsha Heights and Arjan

  • Discovery Gardens

Six themed clusters of low-rise Nakheel apartment buildings.

Approval: Nakheel and Dubai Holding Community Management

  • International City

Country-themed clusters of studios and 1-bedroom flats.

Approval: Nakheel and your building owner

  • Town Square

Nshama community with fixed moving hours and no Sunday moves.

    Approval: Nshama Community Management

Older districts by the Creek

Older buildings where stairs, small lifts and street loading are common, and where the RTA's round-the-clock truck ban on all crossings shapes any route across the Creek.

  • Deira

Older buildings by the Creek; stair carries and street loading.

Approval: Landlord or building management; wasl for wasl homes

  • Bur Dubai

Heritage lanes and newer towers on the west bank of the Creek.

Approval: Landlord or building management; wasl for wasl homes

Moves between emirates

Moves that end outside Dubai, or start there, need paperwork in both emirates: Ejari and DEWA on the Dubai side, and tenancy registration and utilities on the other.

  • Dubai to Abu Dhabi

Close Ejari and DEWA, then Tawtheeq and TAQA Distribution.

Approval: Your Dubai building, then your Abu Dhabi building

  • Dubai to Sharjah

Tenancy attestation before SEWA; time the drive around peaks.

Approval: Your Dubai building, then Sharjah Municipality and SEWA

  • Abu Dhabi to Dubai

Settle TAQA and the lease, then Ejari, DEWA and a move-in permit.

Approval: Your Abu Dhabi building, then your Dubai community

Guides that apply in every area

Moving between Dubai communities: common questions

Permits, prices and moving-day rules that differ from one area to the next

Who issues move permits in Dubai?

It depends on the community. Emaar Community Management issues move-in permits for Downtown, Dubai Marina, Arabian Ranches, Dubai Hills Estate and Emirates Hills. Dubai Holding Community Management manages Nakheel, Meraas and Dubai Properties communities such as Palm Jumeirah, JVC, Bluewaters and Business Bay. Elsewhere, the building management or landlord approves the move.

Does moving cost more in some Dubai areas?

The market rate is similar across Dubai: about AED 1,200–1,800 for a 1-bedroom apartment and AED 5,000–7,000 for a 4-bedroom villa (October 2026). What changes by area is the time a move takes: lift slots in towers, gate checks in villa communities and stair carries in older buildings.

How far ahead should I book a move in Dubai?

Get the permits and lift slots first, because they fix the date. Emaar Community Management, for example, asks for its move-in permit at least one business day before the move, and busy towers book their service lifts well ahead at month end.

Are there truck restrictions on moving day?

Yes. From 1 October 2026 the RTA bars trucks from Sheikh Zayed Road between 6 am and 10 pm and from Al Qudra Street, Al Meydan Street, all crossings and the Airport Tunnel at all hours. Emirates Road is exempt. Ask your mover which vehicle and route it plans.
