Emaar Move-In and Move-Out Permit: Documents and Steps

Which communities this covers

Emaar Community Management (ECM) runs the move-in and move-out permit for the master communities it manages. Its own move-in pages, read in October 2026, cover Emirates Living (The Springs, The Meadows and The Lakes), Dubai Hills Estate, Arabian Ranches, Arabian Ranches II, Emaar South, The Valley and The Greens and Views. When you open the portal you pick your community from the list.

Emaar-built towers inside other master communities can work differently. In Business Bay, for example, the master community is listed by Dubai Holding Community Management, so check the DHCM permit guide and ask the tower’s management which system it uses for the lift booking.

How to apply on the Sakani portal

  1. Settle any service fees first

ECM notes that tenants may not be able to apply while service fees on the unit are outstanding. A quick message to the landlord before you start saves a rejected application.

  2. Open the permit portal

Go to the Sakani move-in permit portal and choose Move-in. New residents receive login details through this step; existing residents log in and choose Move In / Move Out / Renewal Permits from the menu.

  3. Enter the property and the move date

Select the community, then the building or villa and unit. Pick a date at least one business day away.

  4. Upload the documents

Tenants: Ejari copy, Emirates ID front and back, passport copy with visa page. Owners log in with their homeowner credentials and upload nothing further.

  5. Send the approval to your mover

Forward the permit with the date and time to the moving company, and if you live in a tower, book the service lift for the same slot.

The move-out permit

ECM’s rule is the same in both directions: get a Move-In Permit or Move Out Permit at least one business day before the scheduled move. Leaving one Emaar unit for another means two permits, one for each address.

Before the move-out date, line up the steps that sit outside ECM:

  • Request the DEWA move-out and final bill for the same date. The utilities guide covers DEWA, district cooling, du and e&.
  • Plan the Ejari cancellation with your landlord. See the Ejari guide.
  • Return every vehicle access card to the landlord when you vacate, as ECM asks.
  • Work through the move-out checklist so the handover inspection does not hold up your deposit.

Access cards and gate entry

The permit gets the truck through the gate; the vehicle access card gets you in afterwards. ECM’s rules on cards, from its community pages:

How it differs by community

The permit is the same ECM permit everywhere, but the move itself changes with the type of home. These notes are what usually decides the day.

Dubai Hills Estate

Dubai Hills mixes villas with apartment buildings, so one community has two kinds of move. For a villa, the permit and a clear driveway are usually enough. For an apartment, book the building’s service lift as well. If the landlord has not handed over access cards, ECM issues new ones at AED 200 each.

Arabian Ranches and Arabian Ranches II

Villa streets and gated entrances. Activate the landlord’s access cards online before moving day so your own car is not stuck at the gate behind the truck. Ask the mover how many truck trips a full villa needs and whether the vehicles can park on your street.

Emirates Living: The Springs, The Meadows and The Lakes

Older villa and townhouse areas with narrow internal roads in places. Give the mover the exact street and plot, and check whether a large truck can turn at the end of your street or whether two smaller ones are needed.

The Greens and The Views

Low and mid-rise apartment buildings. The ECM permit covers community entry; the building’s service lift and loading area still need a slot. See how to book the service lift.

Emaar South and The Valley

Newer communities further from central Dubai. The move-in permit rule is the same. Allow for the longer drive in the mover’s timing, especially if your permit slot is in the afternoon.

Emaar permit questions

How do I apply for an Emaar move-in permit?

Apply online on the Sakani move-in permit portal that Emaar Community Management links to. Choose Move-in, select your community, enter the unit and move date and upload your documents. Homeowners log in with their own credentials instead.

How far in advance do I need the Emaar permit?

Emaar Community Management asks for the move-in or move-out permit at least one business day before the move. Apply earlier near the end of the month and before weekends, because the service lift and the movers also need to be booked for the same slot.

What documents does Emaar ask tenants for?

Tenants upload an Ejari copy, Emirates ID front and back, and a passport copy with the visa page. Owners who log in with their homeowner account do not need to upload further documents.

Why can’t I apply for my Emaar move-in permit?

Emaar Community Management says tenants may not be able to apply while service fees on the property are outstanding. Ask your landlord to settle them, then try again.

Do I need a separate Emaar move-out permit?

Yes. Emaar Community Management issues a Move-In Permit and a Move Out Permit, both at least one business day before the move. If you move between two Emaar units you need one to leave and one to arrive.
