Utilities When You Move Home in Dubai: DEWA, District Cooling, du and e&
When you move home in Dubai you close DEWA at the old address and open it at the new one. The new account follows your Ejari: DEWA sends the contract account and a deposit request (AED 2,000 for a flat, AED 4,000 for a villa). At the old home, request the move-out for your leaving date; the final bill arrives within 24 working hours.

The order to do it in
| When | What to do |
|---|---|
| 2 to 3 weeks before | Book the du or e& home relocation for the day after you move. Ask the landlord who supplies district cooling at the new building. |
| As soon as the new Ejari is registered | Pay the DEWA deposit request for the new home. Register with the district cooling provider if the building has one. |
| 3 to 5 days before | Request DEWA move-out and the district cooling final settlement at the old home for your leaving date. |
| Moving day | Pack the router, TV box and cables (not the ONT). Photograph the old home’s meters if you can see them. |
| First week after | Check the DEWA and cooling final bills, and that the deposit balance has come back. |
DEWA move-in
DEWA opens the new account from your tenancy registration. According to the DEWA move-in page:
- Register the Ejari
Tenants outside free zones receive the DEWA contract account number and the deposit request by email and SMS once Ejari is completed. See the Ejari guide if it is not done yet.
- Free zone tenants apply directly
If your tenancy is exempt from Ejari because it is in a free zone, apply on the DEWA website or app instead.
- Pay the deposit and activation
Residential deposit: AED 2,000 for a flat, AED 4,000 for a villa. Activation: AED 125 (small meter) or AED 300 (large meter), plus AED 10 registration, AED 10 knowledge and AED 10 innovation fees.
For a typical flat on a small meter, that is AED 2,000 refundable deposit plus AED 155 in activation charges.
DEWA move-out and deposit refund
The old account does not close by itself when you hand back the keys. Request deactivation for your move-out date:
- Apply online with your DEWA login or UAE PASS, or without logging in using the contract account number and the 9-digit premise number.
- Deactivation costs AED 125 (small meter) or AED 300 (large meter), plus AED 10 knowledge and AED 10 innovation fees.
- DEWA emails the final bill within 24 working hours of the selected move-out date.
- The security deposit is set against the final bill; any balance is refunded by IBAN transfer, cheque or transfer to another active DEWA account.
Moving within Dubai? Transfer the balance
Choosing a transfer of the deposit balance to your new active account avoids waiting for a cheque or bank transfer. It is one of the refund options on the DEWA move-out page.
Community managers check this. DHCM wants utilities disconnected before departure, and Nakheel’s leasing team lists a DEWA clearance certificate among its move-out steps, so do it before the move-out permit date. The move-out checklist puts it in order with the other clearances.
District cooling: Empower and Emicool
Some buildings get air conditioning from a district cooling plant rather than their own chillers. The provider bills you separately from DEWA. Empower and Emicool are two of the providers; the landlord or building management will know which one supplies your building.
Registering at the new home (Empower)
- Register on Empower e-Services using the 9-digit DEWA premise number of the new home.
- Tenants upload the tenancy contract or Ejari, Emirates ID (both sides) and the visa page.
- A security deposit and connection fee apply; Empower says the amounts vary by project and building and shows them during registration.
Closing the account at the old home (Empower)
- Request Final Settlement in Empower e-Services or the app, with the Ejari or tenancy contract, ID and an IBAN statement header.
- An owner NOC is needed if the tenancy ends early or expired more than 15 days before the request.
- The final bill is available online within 2 working days.
- Cheque refunds take 7 to 30 days; cash refunds up to AED 5,000 are collected at Empower’s head office.
If your building is supplied by Emicool, use its own customer services through the Emicool website; the steps above are Empower’s.
du home internet relocation
du calls this Home Relocation. It moves your existing du Home internet and TV to the new address rather than closing the account. From du’s moving page:
- Request it in the du app or My Account
Choose the Home Relocation service.
- Upload proof of the new address
The tenancy contract or title deed for the new home.
- Pay the fee on your next bill
du adds an AED 100 relocation fee.
- Agree the installation date
A du agent calls within 24 hours to schedule installation at the new address.
e& (Etisalat) home move
e& (formerly Etisalat) calls it Home Move. From e&’s Home Move page:
- Request it in the e& UAE app: Manage, then Home Move.
- Standard installation at the new home costs AED 150 plus 5% VAT, added to the next bill.
- Take the router, TV box, landline phone and cables with you.
- Leave the ONT device behind; it belongs to the building.
Searching for a balance transfer?
This page is about moving home internet to a new address. Sending mobile credit to another number is a different service, explained in the du and e& apps.

Utility questions when moving
How do I move my DEWA connection to a new home?
There is no single transfer: you close the old account and open a new one. For the new home, tenants outside free zones receive a DEWA contract account number and deposit request by email and SMS once Ejari is registered. For the old home, request deactivation (move-out) for your leaving date.
How much is the DEWA deposit and connection fee?
DEWA lists a residential security deposit of AED 2,000 for a flat and AED 4,000 for a villa. Activation is AED 125 for small meters or AED 300 for large meters, plus AED 10 each for registration, knowledge and innovation fees.
How long does the DEWA final bill take after moving out?
DEWA emails the final bill within 24 working hours of the move-out date you select. The deposit is set against it and any balance is refunded by IBAN transfer, cheque or transfer to another active DEWA account.
How do I relocate du home internet when moving house?
Request Home Relocation in the du app or My Account and upload the tenancy contract or title deed for the new home. du adds an AED 100 relocation fee to the next bill, and an agent calls within 24 hours to schedule installation.
How do I move my Etisalat (e&) internet to a new address?
In the e& UAE app, go to Manage and then Home Move. Standard installation at the new home costs AED 150 plus 5% VAT on the next bill. Take the router, TV box, landline phone and cables, and leave the ONT device, which belongs to the building.
Who supplies district cooling in my building?
It depends on the building, not the area. Empower and Emicool are two providers. Ask the landlord or building management, or check whether a chiller account is listed in the tenancy contract. Empower registration uses the 9-digit DEWA premise number.
