Who DHCM is and what it covers

DHCM is Dubai Holding’s community management company. Its website groups the communities it runs under three developers: Dubai Properties, Meraas and Nakheel. That is why a resident of JBR, City Walk or Palm Jumeirah may be sent to the same DHCM app even though the buildings carry different developer names.

Dubai Properties communities

DHCM lists these as Dubai Properties communities it manages: Al Waha, Arjan, Aspect Tower, Barsha Heights, Bay Square, Bellevue Towers, Business Bay, Dubai Land Residence Complex, Dubai Wharf, Jaddaf Waterfront, Jumeirah Beach Residence, La Vie, Liwan, Majan, Manazel Al Khor, Mudon, Mudon Views, Remraam, Serena, Sufouh Gardens, The Executive Towers, The Villa, Villanova and Vision Tower, plus business districts such as Dubai Internet City and Dubai Media City.

The permit is the same everywhere, but the move is not:

  • JBR: DHCM’s JBR page counts about 5,500 homes in 27 buildings along The Walk. Expect a service lift and loading bay booking with your tower on top of the DHCM permit; see the lift booking guide.
  • Business Bay and The Executive Towers: high-rise towers on busy roads. Book a morning slot and check the truck route against the RTA peak-hour restrictions.
  • Mudon, Serena, Villanova, The Villa, Al Waha: villa and townhouse communities. The truck drives to the door, so the permit and the gate are the main checks.
  • Remraam, Liwan, Majan, Barsha Heights: mid-rise apartment buildings where the lift and parking space decide how long the job takes.

How to apply in the DHCM app

  1. Register in the DHCM community app

Required documents are shown in the app and vary with your ownership or tenancy status. Have your Emirates ID and Ejari or title deed ready.

  2. Register household staff, pets and vehicles

DHCM’s rules ask for these to be registered before access cards are issued, so do it with the move-in request.

  3. Request the move-in permit early

At least 48 hours ahead in the app, or 72 hours by email. Because the community rules ask for 3 days for a move-in, aim for 3 working days or more.

  4. Check the validity period

DHCM states the permit’s validity at approval. If the move slips, ask for a new date before the permit lapses.

  5. Share the permit with the mover and the tower

Send the approval to the moving company and book the service lift with your building for the same time window.

Rules on moving day

DHCM’s community rules include a penalty table. These are the lines that most often catch people out during a move:

DHCM community rules, version dated 1 October 2026.
RulePenalty listed
Moving items in the residents’ liftsAED 500, after an attention notice and a warning
Using loading areas without DHCM approvalAED 500, after an attention notice and a warning
Leaving materials in common areas without approvalAED 150, after two warnings
Leaving old furniture or electronics in common areasAED 1,000, after a warning
  • Residents pay for any damage to common areas caused during the move.
  • Move inside the approved hours: 9 am to 5 pm Monday to Saturday for a move-in, 10 am to 5 pm for a move-out.
  • Arrange bulky waste and old furniture through an authorised junk removal company; it is not allowed in community bins.

DHCM move-out conditions

A DHCM move-out has more conditions than a move-in. Start a week ahead:

  1. Apply for the move-out permit

In the community app, at least 48 hours before the move date.

  2. Notify DHCM for the final inspection

At least 3 working days before you leave.

  3. Close the utility accounts

DHCM wants utilities disconnected and accounts closed before departure. The utilities guide covers DEWA, district cooling, du and e&.

  4. Settle fees and hand back keys and cards

Outstanding fees, keys and access cards are settled before the clearance certificate is issued.

  5. Move on the approved date

Between 10 am and 5 pm.

DHCM permit questions

Who manages moves at JBR, Dubai Properties or Dubai Holding?

Dubai Holding Community Management (DHCM). Its website lists Jumeirah Beach Residence among the Dubai Properties communities it manages, and 1/JBR, the separate Meraas tower, among its Meraas communities. You apply for the move permit in the DHCM community app.

How far in advance should I apply for a DHCM move permit?

DHCM’s FAQ asks for at least 48 hours through the community app, or 72 hours by email. Its community rules dated 1 October 2026 ask for move-in applications at least 3 days ahead, so apply 3 days or more before the move to meet both.

Can I move on a Sunday in JBR or Business Bay?

No. DHCM’s community rules allow moving from 9 am to 5 pm, Monday to Saturday, with no moves on Sundays or UAE public holidays. Move-outs run from 10 am to 5 pm on the approved date.

What is the Dubai Properties NOC for moving?

It is the older name many residents still use for the move permit in Dubai Properties communities. In 2026 the permit is requested through the DHCM community app, and a move-out also needs a clearance certificate.

What do I need before DHCM approves a move-out?

A move-out permit and a clearance certificate. DHCM asks that keys, access cards and outstanding fees are settled, utilities are disconnected and accounts closed, and that it is told 3 working days ahead so it can book the final inspection.
