wasl Move-In and Move-Out Permission
In wasl-managed freehold communities you request move permission with the wasl Community Management (WCM) form and choose move-in or move-out. A move-in needs the title deed or Ejari, ID and your DEWA, gas and chiller registrations; a move-out needs a NOC from the owner plus gas and chiller NOCs. Processing takes about 2 working days.

Who this applies to
wasl publishes this process for owners and tenants in the freehold communities managed by wasl Community Management. If you rent a home in a building leased directly by wasl, ask the building’s wasl contact whether the same WCM form applies or whether the building has its own move request.
How to request permission
- Open the WCM form
The wasl move-in or move-out permission page links to the WCM form at wasl.ae/wcm. Choose move-in or move-out.
- Attach the documents
See the table below. Scan them clearly; an unreadable Emirates ID is a common reason for a request to come back.
- Submit on a working day
WCM works Monday to Friday, 8 am to 4 pm, and processing takes about 2 working days. Count back from your moving date on that basis.
- Pay any fee WCM confirms
wasl does not list a fixed fee; the WCM team confirms it with the approval.
- Book the lift and send the approval to the mover

Documents for move-in and move-out

Tenants: the owner’s NOC
For a move-out, wasl wants a NOC from the property owner. If your landlord lives abroad, ask for it by email at the same time as you give notice, so it is ready when you need the permission.
Utility registrations and NOCs
wasl’s list is mostly about utilities: it wants proof that the new resident has registered them on the way in, and that the old resident has settled them on the way out.
- DEWA: tenants receive the DEWA contract account and deposit request after Ejari; the DEWA move-in page lists the deposit and activation charges.
- Chiller (district cooling): register with the provider for your building. For Empower buildings the Empower registration page explains the documents; on move-out, ask for the chiller NOC with the final bill.
- Gas: buildings with piped gas have their own supplier; ask the building which one and request the gas NOC when you close the account.

What NOC do I need to move out of a wasl community?
A NOC from the property owner, plus gas and chiller NOCs where the unit has those services. Ask the gas and chiller providers early, because the move-out request waits for their letters.
