Saudi customs: the exemption and FASAH
Saudi Arabia's Zakat, Tax and Customs Authority (ZATCA) exempts used household goods and personal effects from duty for certain people. The Saudi FASAH customs guide covers the clearance steps in more detail.
Who the exemption is for
ZATCA's rules cover Saudi residents returning from abroad and foreigners coming to live in the Kingdom for the first time. The goods must be used and within personal-use limits, and ZATCA sets a six-month window tied to the owner's arrival date.
Goods that pay duty
New items, and goods that do not meet the conditions, pay duty under the customs tariff. Keep new purchases out of the shipment, or keep the receipts and expect duty on them.
FASAH clearance
FASAH is Saudi Arabia's single window for import clearance. The mover's customs broker in Saudi Arabia files the declaration there, using your passport, residence details and the packing list.
