Moving Household Goods from Dubai to Saudi Arabia: FASAH and Customs
Used household goods can enter Saudi Arabia duty-free if you are a foreigner coming to live there for the first time or a Saudi resident returning from abroad, the goods are used and for personal use, and they meet ZATCA’s six-month window. Your mover’s customs broker files the declaration on FASAH, Saudi Arabia’s import platform, using your iqama or passport and the shipping documents.

What FASAH is
FASAH is Saudi Arabia’s single window for trade: one digital platform for import and export procedures, with services for importers and exporters, seaports, airports, dry ports and land ports. Customs brokers, shipping agents and cargo agents work on it to file declarations, track shipments, book appointments and pay.
For a household move this matters mainly because your shipment is declared through it. Searches for FASAH registration or FASAH appointments usually come from traders and brokers; as someone moving home, you deal with your mover and its broker, who use FASAH on your behalf.
Who gets the duty exemption
ZATCA’s page on personal luggage and used household appliances sets out the conditions:
- You are a resident living abroad (returning to the Kingdom) or a foreigner coming to reside in Saudi Arabia for the first time.
- The luggage and household appliances are used and within the limits of personal use, and come from a place eligible for the exemption.
- Foreigners provide proof that they are arriving for the first time.
- The exemption is tied to a six-month window from the date the entitled person arrives.
- Imported cars are not included.
- Anything that does not meet the conditions pays customs duty under the tariff, and the Common Customs Law’s prohibitions and restrictions still apply.
Plan the shipping date around your arrival
Because the exemption is linked to your arrival date, agree the shipping date with the mover once your visa and travel dates are fixed, not before.
Documents for the declaration
| Document | Who provides it |
|---|---|
| Copy of passport, national ID or iqama | You |
| Proof of arrival (foreigners) or proof of residence abroad (Saudi citizens) | You |
| Receipts for any new items imported | You |
| Bill of lading (sea or air freight) | The mover or its shipping agent |
| Delivery order (sea or air freight) | The cargo agent |
| Cargo manifest (goods coming by land) | The cargo agent |
Add the mover’s packing list. It is not on ZATCA’s list above, but the broker uses it to describe the shipment and to answer questions if the goods are selected for inspection.
How clearance works
- Manifest
For sea freight, the cargo agent enters the manifest.
- Declaration
The goods’ representative or customs broker prepares the customs declaration remotely, on FASAH, with your documents.
- Fees
Any due fees are paid.
- Inspection
Goods are inspected according to risk factors.
- Release
A release order is issued and the goods can be delivered.
Before the goods leave Dubai
- Survey and inventory
The mover lists every item. Separate anything new, with receipts, from used household goods.
- Choose the route
Household goods can go by road across the land border, by sea or by air. Ask each mover which it proposes and why.
- Packing list and shipping documents
Every box is numbered and described. Keep copies of the packing list and the bill of lading or cargo manifest.
- Close your Dubai home
Move-out permit, DEWA final bill and Ejari cancellation are in the move-out checklist.
Timeline for a Dubai to Saudi Arabia move
| When | What to do |
|---|---|
| As soon as the move is confirmed | Start the residence (iqama) process with your employer and request quotes from movers. |
| About 4 weeks before | Mover’s survey and inventory; agree the route (road, sea or air) and who acts as your customs representative in Saudi Arabia. |
| About 2 weeks before | Apply for the move-out permit in Dubai and request the DEWA move-out and final bill. |
| Packing day | Check and sign the packing list; keep copies of it and of your passport or iqama with you. |
| After you arrive | Send the broker your proof of arrival and ID so it can file the declaration within the exemption window. |
| Clearance and delivery | The broker handles the declaration, fees and any inspection; the goods are delivered after the release order. |
What to keep out of the shipment
- Anything on ZATCA’s prohibited or restricted goods lists, which still apply to exempt household goods. Check the lists before packing and leave out anything you are unsure about.
- Your car: the household goods exemption does not cover imported cars.
- New items you have not used: keep the receipts and expect them to be declared separately, because the exemption is for used goods.
- Valuables and documents: carry passports, certificates, jewellery and laptops with you.
Your mover will usually have its own list of items it will not carry across a border. Ask for it at the survey, so nothing has to be unpacked on loading day.
Cost
Fewer than two published price pages agreed on a Dubai to Saudi Arabia range when prices were last checked in October 2026, so this guide gives no typical figure. Ask movers to quote door to door, with Saudi customs clearance and any duty shown as separate lines, and compare them on the same inventory.
Saudi customs questions
What is FASAH?
FASAH is Saudi Arabia’s unified digital platform for import and export procedures, run with the Zakat, Tax and Customs Authority (ZATCA). Importers, customs brokers, shipping agents and ports use it for declarations, tracking shipments, booking appointments and payments.
Do I need to register on FASAH to move my furniture to Saudi Arabia?
Usually not. ZATCA’s procedure has the customs declaration prepared remotely by the goods’ representative or a customs broker, so the mover’s broker in Saudi Arabia files it on FASAH using your documents. Check with your mover who will act as your representative.
Are used household goods duty-free in Saudi Arabia?
They can be. ZATCA exempts personal luggage and used household appliances for Saudi residents returning from abroad and foreigners coming to live in the Kingdom for the first time, if the goods are used, within personal-use limits and meet its timing condition. Goods that do not meet the conditions pay duty under the tariff.
What does a FASAH appointment mean?
FASAH includes appointment booking, for example truck bookings at ports. For a household move, your mover or broker handles any appointments needed to collect or inspect the shipment.
Can I bring my car with my household goods?
Not under this exemption. ZATCA states that the exemption for personal luggage and used household appliances does not include imported cars.
